    The Supreme Court is being willfully and deliberately obtuse. The laws were no passed in a vacuum. They were in response to actual reduction in voting power caused to minorities which also in effect increased the voting power of whites.

    If it isn’t Proportional Representation it is by definition exclusionary.

    Congratulations republicans on saying there’s a problem and then making it somehow worse packaged as a solution.
